How do we know that one is always permitted to change back to the Minhagim of his parents?

This is what is accepted by the poskim. The Chazon Ish holds that the Chassidim should change back to Nusach Ashkenaz, and so does R' Moshe Feinstein.
We can also see for example Rav Duschinsky that said that Chassidim who had a minhag for several generations to do Hagboho before Krias Hatoroh (like the Sephardim), should change back to the Ashkenazi minhag to do Hagboho after Krias Hatoroh.

Can you please provide Ma'areh mekomos for the three sources cited?

I don't know if this is such a good example. According to Dr. Yonah Frankel (someone who has researched the nusach and minhogim of the Rishonim for many years), the original MA was to do Hagboho before Kerias HaToroh. (It only makes sense to announce, "V'Zous HaToroh" before reading rather than afterwards.)
